Journal of Public Administration & Policy (JPAP) is a free open access journal. We welcome original research on a wide range of topics in the field of public administration, public policy, political science, and humanities and social sciences. The manuscripts that were written in either Traditional Chinese or English are acceptable.
All submitted manuscript will be first proceeded to desk review. Only the manuscript that fits the aims and scope of the journal and has potential to make a significant contribution to the academic community will be sent for peer review.
The peer review process is double-blind. At least two reviewers will be invited to assess the originality, significance, and quality of a submitted manuscript on the basis of their professional expertise. Reviewers’ feedbacks serve a crucial foundation for the editorial board to make a final decision. The outcomes of peer-review are basically handled according to the following principles:

2. Revision and Resubmission
The outcome of a third review may include: “Approved for Publication”, “Not Approved for Publication”, or “Revise and Resubmit for Review”. In the case of “Revise and Resubmit for Review”, the article will be returned for Revision and then sent back to the third reviewer for second review, and the result will be based on the opinion “Approved for Publication” or “Not Approved for Publication”.
The final decision on a manuscript is made by the editorial board. Once a manuscript is officially accepted, authors will receive instructions regarding the publication process. The authors maintain the copyright of the published papers, but shall agree to authorize the JPAP to re-authorize the National Central Library or other database operators to reproduce, provide services through the Internet, authorize users to download, print, browse, and may modify the format at its discretion to meet the needs of each database. The authors agree that the royalty income from the authorization shall be owned by the JPAP.
